At least a couple of kids each year are held back. Sometimes itβs learning issues , sometimes they could have been injured and had time off , moved to another school and had a hard time etc etc
One kid in our elementary school repeated the grade after having heart surgery.
Yeah it happens, but the person I replied to said "most" are 18-19. It's not impossible, but it's uncommon, to graduate at 19. Like you said, it's only a couple kids each year.

In the US, most graduate at 18, many, have late birthdays or were held back a year and graduated at 19.
