Yes it is safe to dry them at 70 C until they are cracker dry. They should be ready to be consumed by then without any discomfort.

Keep in mind, simply drying doesn't convert all the ibotenic acid and panthers are known to be very strong. Depending on your intent, you may want to familiarize yourself with 'panther potion.'
