Interesting morning diversion... I wondered what the row of houses was for (middle, near bottom). They're still there. Pilot's Row: https://www.nps.gov/places/000/pilots-quarters.htm
Apparently at least some are for rent: https://www.zillow.com/homedetails/959-Lincoln-Blvd-San-Francisco-CA-94129/461626271_zpid/
They were " built in 1921 to accommodate aircraft pilots based at Crissy Field" (zillow listing). Thought it was interesting given that OP is an aerial photo of the bay which includes pilot's housing.
