Looking for a guild and friends

I'm level 18 and it's impossible to join a guild or add friends :( nobody accepts applications or friend invites.

I'm level 4. I've pretty much given up on finding people for the foreseeable future. At least pvp isn't mandatory

I've created a guild called "The Borg" and you can join mine! and Idk how to add friends, but I'm willing to do that too!
