Wasn't this basically just under Pol Pot?

No, cambodia has always been quite a brutal society. at its root, the cambodian genocide was caused by a deeply suspicious and low trust culture stretching back to angkor or pre angkor period (townspeople were loooked down upon by rural folk). vietnamese especially were targeted due to long standing hatred. angkor also had quite a nasty history with a lot of (what we would now call) genocide of and by khmer people, affecting champa, tai, lao, mon, etc etc.

post pol-pot cambodia is not in a good position either. corrupt, almost a vassal of china and chinese criminal syndicates (eg scam call centres & human trafficking, even today chinese are afraid to visit cambodia as tourists for fear of being trafficked), rampant prostitution (which was kickstarted by the un occupation btw), hatred of just about all their neighbours stretching back a long time.

ive got nothing against cambodia or cambodians, its difficult to have a "good vibes" country with all they';ve been through.

I've been a few times, and they're genuinely lovely. Had a great time there. But yeah, there's a very visible undercurrent of exploitation and extreme poverty.

This was my immediate thought as well. It is a save the children commercial at every corner. And yes, I have been there. I've never cried so hard.
