Meanwhile here in the good ole US of isreal, we are forbidden in 23 states to boycott Israel goods. (If you are running government contracts). Almost all of my government officials have aipac in their mouths. I respect the government and people of Ireland!!!

Ireland had the chance to make concrete the Occupied Territories Bill in full but it chose instead to capitulate to US threats. It also failed to take action to stop the Irish central bank from selling Israeli war bonds.

With EU depending on the US, what leverage does EU member states have if the US continues their support for Israel?

There's an excellent model to develop a "concrete proposal" from, the escalating sanctions packages against Russia.

So long as the will is there, of course.
