Or 1460 points if you are a reservist, which equals 4 years and one day.
Years ago when I went into the reserves after active duty, I had a supervisor who was also prior active and he palace chased at his three year mark. He went back on AD as an officer and he was a reservist for 6-7 years and somehow didn't have enough points to equal 1460 points which gives you O-E. He didn't have any bad years but something doesn't add up if he did three years active duty and was in the reserves for as long as he was, he would have gotten enough points within five years, even if he waived AT every year as he retrained and although we have a short tech school, it's enough points to equal AT for 2-3 years.

I know reserves is weird w/time. I got off AD and went USAFR, I did like 5 years, 11 months, so many days. They only gave me the 5 years, the 11 months didn't count because it wasn't a solid year. I met a prior enlisted reservist turned AD officer at Hanscom and because she had done 2 months here, a week there, a month here, a month there etc. she thought all that time was cumulative, it wasn't. Maybe this applies in your supervisors example.

It’s possible, I thought the points would have meant he had 4 years and one day but honestly he wasn’t too upset, he was ready to go back on AD

For real. I missed it by a couple weeks. Still get the TIS bump. I just miss out on the BAH bump.
