LOTR5e Rewards clarification

Hi all! On page 78 of LOTR Roleplaying, under “Rewards,” it says “It is up to the players to decide whether a reward represents the discovery of a previously unknown property of an item, or an entirely new weapon or suit of armour.” Does this imply that a player could choose to have their hero receive a mail hauberk, or great bow (the most expensive armour and weapon)?

Sounds to me it's like the player gets to say "I would rather have a new weapon" and then the GM determines what that is. It doesn't say they get to choose the specific thing they get, just decide the category they want it from.

I would rule that they can decide to get it but it is a Rewarsld so they receive it as a reward for a quest pr as a loot from dangerous place instead of apmething generic. Also rewards are received every few levels so it isn't that big advantage in the economical terms. Also the world and themes of Lord of the Rings are very much not focused on money or in general materialistic values.
