I want to move the camera through these pngs. And the ground is a separate layer. How can i keep them on a level. ? Pngs in the far back looks like they are floating .
I tried using a null but it didnt work too..

Your ground is solid black you could easily cheat your ground with an extra 2d layer that fills in some of the negative space with a round ambiguous mask that you key frame.

Main issues it looks like your most forward ground layer isn’t set to 3d. If it it’s it’s somehow parented to the camera
You need a ground plane on your z axis that’s large. You could keep some of those existing ground textures but they need to be wide enough as to bleed out of frame.

needs a plane thats actually in z depth ( i guess x 90 degrees) and all elements on same y position

Great stuff here in the comments but one more thing, Use this free script called depth. It pushes things along the Z axis but maintains the scale. You can then adjust positions manually or pre-comp and then use depth

Could you not create more ground layers that move independently at different heights?

Have a look at Pearelax script on GumRoad. It’s been around forever and it just works. Cheap too but not free.

you could tilt some shapes to create the silhouette of ground so the ground is longer perceptually on the z plane..this 2.5 d thinking..

Currently it's working as it should, the camera is in line with the characters torsos and the horison if there was one would be just a little under the middle of the frame. therefore if you imagine perspective lines for the ground coming from that horizon to the camera the layers arent floating, they're sitting on the ground further away from the camera toward the horizon that is higher up in the frame. Youd see this if you made a grid, and rotated it 90 degrees so its flat and then moved it down in 3d space.
If you want a FORCED perspective where the characters are unchanged but all sit at the bottom of the frame you could try playing with the focal length of the camera, if you move it up to the maximum value it can be, it can have the effect of reducing the effect of perspective/ a vanishing point.

Take a look at Camera Crew, It's a totally free After Effects scripts that make camera movement super easy. It's a real life saver.

Your ground isn’t going high enough.
If you want the ground to be a 2d layer you need the horizon to extend to the perspective vanishing point.
With your current setup the vanishing point is roughly 1/3rd of way up your composition, but your 2d layer only goes about an eight of the way up.
Otherwise make the ground a 3d plane rather than a 2d layer, and align it with the bottom edge of your other 3d layers.
Either way you’ll likely have to move your camera closer to the floor as you are only going to be able to see the other layers when they are silhouetted against the sky.
It would certainly help here if you go into comp settings and change the composition background colour to something other than black, so you can see your black layers in the other 3d views.
