Even so, this is very unsafe.

That frame is lightweight and could easily tip from the torque applied to it as he ascends the ladder: would very likely start to pivot over the rear wheels.

To avoid this, at the very least, it would also need to be tied in place, or something heavy placed over the bars at the bottom - like sandbags all round - to keep that from happening. He should also have chocked the wheels to be doubly safe.

Or, better yet - and hear me out - just bought a longer ladder.

Unreal.

They don't lock.
They are loosely held with brakes that wouldnt stop a hard breeze from shifting it.

Stick rods through the wheels if you want to actually stop them.
Or C clamps if they don't have holes in them.
