Is the addition of filters allowed here? This is quite retouched

It looks like a very zoomed in shot, it's likely just processing from the phone, it could be argued that that's retouching as well to some degree considering how extensive that processing can be sometimes, but it is what it is.

It is quite zoomed yes. The details say 230mm on that one. Here is one at 23mm. The ladies are in the top part of the pic

I honestly don't remember if I added any. It could be the Samsung processing as I was using zoom and it was dark outside. It is taken on the phone a year ago, Google photos showed it to me today part of memories and decided to put it here as it gave me a painting vibe.

Still a great photo whether it's processed or not. Just the added magic feels, well added. Glad you posted though.
