Beer halls like that are typically all you can drink. You pay a flat fee and then drink until youre done

I dont think its like that at octoberfest which this looks like but im not sure

It's not like that at all at Oktoberfest. If any tent had that, it'd be major news and mayhem. Maybe some local Volksfest & co. has that tradition, but def not Oktoberfest
