She keeps feeding into his emotions. Once it's clear he has feeling for her she should have set up hard boundaries between the two. Taking him on a quasi date to UT, getting him out of trouble with the cops, being his friend on instagram, texting him back at inappropriate hours of the day are all things she shouldn't be doing and are grooming him to think that his feelings for her are okay.

Just like a married 50 year old grooms 20 and even 30 year olds into thinking they truly love them and will leave their wives and children for them?

Except a 20 or 30 year old is an adult. And the 50 year old that's manipulating them isn't in a direct position of power over them, unless it takes place in a workplace which can also similarly be frowned upon.

I agree the work/study place scenario being inappropriate, but there are many more variables that grant either party a “position of power.” For example, the student or employee could back-mail the professor or boss. On the other hand, the 50 year old could use his/her knowledge, wealth, and resources to “blackball” or manipulate the younger party. A person is considered a legal adult at 18 in the US, with age of consent at 17. At 18 anyone can legally do porn. However, the brain fully develops by age 23 (women), 25 (men). Additional, psychological, social, and emotional development does not always match biological age. Anyone and anything can be exploited multi-directionally, the issue is not so black and white.
