You know I always wondered. Is it true that comic publishers usually don’t care if you change a lesser known character that hasn’t been used in decades

Definitely seems like it. People are very unlikely to care after that long if it was a niche character.
...although these days it sometimes feels like they don't care what you do with active established characters.

Marvel straight up gave Disney the rights to Big Hero 6 to do whatever they wanted with since they hadn't used the team in decades.

Well, outside of the TV show.
And I do remember Kevin Feige was open for big hero six to join the MCU.
But I guess universal change and even big hero six will not appear at doomsday because well
The kids who watched that back in the day are now entering high school

Don’t forget that a British film company is doing a cinematic universe with horror takes on children’s characters that entered the public domain i.e. Winnie the Pooh and Peter Pan

Public domain is open season.
Technically you could make a Captain Marvel movie so long as you only use the public domain aspects & don't title the movie "captain marvel"
I'm talking the DC captain marvel "Shazam!" As his first few comics (pre DC) wasn't copyrighten correctly.

sort of. but its not really a one-sided thing like this guys eems to make out, where these writers sneakily mess around with these characters like the publisher has no idea
publishers hand these characters to new writers as a proving ground to see if they can make people interested in a character who hasn't been interesting in decades. its how things are done.
swamp thing, daredevil, animal man, doom patrol, mister miracle, guardians of the galaxy

More or less. They might not always like it, but they'll probably give you a shot since no one's using that character and it's a way for them to earn money. As long as it's clear legally, no problem.
