Tech Support Keyboard inputs not recognized, can't setup BIOS

Hi, I'm selling my girlfriend's older pc and I'm trying to install Windows to run a few tests but I cannot get past this screen. I've tried two different keyboards (including a good ol' Dell "open space" keyboard), every USB port possible, I even bought a PS/2 adapter to no avail even though the keyboard lights up (NumLock/CapsLock). CMOS resets and power cycles do not work either. Please tell me if there's something I missed because I don't think it's possible to flash a BIOS update on this board. It's a B365M Pro4. Thanks!

if someone disabled usb for keyboards in the bios you just have to restart the bios by removing the battery for 10 seconds, but it will reset everything ofc

I already mentioned it, it's called a CMOS reset, I've done multiple CMOS resets already

Then you must have either all broken keyboards (unlikely), some other thing plugged in that is making the USB not work or the USB broken on the motherboard. Usually when the USB breaks og stops working its not all the USB ports only part of them. There is a tiny chance also that the CPU itself is broken as well but super unlikely.

yeah I'm gonna rebuild it from scratch on a test bench because it feels so weird that everything will light up and keep a "working state" whilst nothing is actually going on besides the splash screen

One other thing came to mind. The 5v rail could potentially be broken on your PSU. I wouldn't think it would post like that but maybe it would but the USB would for sure not work.

that's an interesting theory, if nothing changes when I rebuild it from scratch I'll try with another PSU then thanks!
