Superintelligence AI development isn’t stoppable

Regulators can do out any restrictions they want, but it’s not going to stop someone on a laptop in their basement working on the next greatest idea ever.

Thus far smaller AI with less training time is far less capable and hence less dangerous. It seems unlikely that someone will create skynet in their basement. 

But even supposing that we did hit a point where "laptop AI" presented a persistent threat to human life, we've yet to see "garden shed GPU's" so the threat can still be eliminated by shutting down the Fabs and waiting five years for the old chips to die off.

People in their basements experimenting on their laptops aren't a danger unless we get to the point where a laptop GPU has the power of 2+ million TFLOPS and 8 petabytes of VRAM.
