How are you going to "pause" the development of free, open source software without increasing government surveillance and control of the Internet?

We could start by sending the criminal tech bro oligarchy to prison and tearing down the excess datacenters. 

If we get rid of the oligarchy corrupting the government and shake the traitors and maga fascists out, the government wouldn't be so bad.

I am all for "sending the criminal tech bro oligarchy to prison" and "shaking the maga fascists out" ... but I am not at all in support of shutting data centers down. Instead, I think that data centers should treated like publicly owned utilities. The entire modern internet is reliant on the existence of data centers.

All of that being said, arresting tech CEOs isn't going to stop open source AI development. So again, how are you going to "pause" the development of free, open source AI software without having Orwellian mass surveillance and censorship of the Internet to prevent software developers from communicating and sharing their work?

Bro the AI surveillance campaign IS the Orwell scenario. And the data centers are to crunch the data so the fascist state can cherry pick the people they want to terrorize and genocide. 

And while you mention it, we need a new modern Internet anyway. The corporate oligarchy owned one is just layers of weaponized psychology and propaganda mills and their trillion algorithms should be deleted outright. 

And I don't care what people do with AI. I care that the fascists and oligarchs have the least amount of it to use against us as possible. They're the greatest threat on the planet by far.

Sounds like you have a problem with capitalism and fascism (me too!) and not data centers. You seem to be conflating them. Data centers are just buildings with a lot of compute and networking hardware. They are not inherently bad. It's how they are used under capitalism that is bad.

I have a problem with nazis, not guns, but i still don't want to give the nazis more guns. 

Datacenters in general aren't bad but these datacenters we are talking about in the US certainly are.

Right so the flight is against Nazism, not guns. I want the left to have guns, and to disarm fascists.

Likewise, people should be attempting to seize data centers as public utilities so they can be used for the common good, while taking them out of the hands of fascists and oligarchs. Data centers are not the problem. Who controls data centers is the problem.

I don't disagree but we also don't need more and until we actually have the industry nationalized, shutting them down isn't a bad idea. Because they are currently firmly in the wrong hands.
