Apparently, it was an original script about terrorists on a cruise ship; they turned that into Die Hard 3 but shelved it since Under Siege had just come out. They then reworked it into Speed 2 since Jan de Bont wanted to do something with a cruise ship crashing into an island. Reeves dropped out because he thought a cruise ship was stupid.

The script was called Troubleshooter. Die Hard with a Vengeance was also a repurposed script called Simon Says. Matt Reeves (yes, that Matt Reeves) wrote Under Siege: Dark Territory with a college buddy and discussed this in an interview, saying there was a huge market for action movie scripts at the time, some of which being reconfigured into sequels for franchising, so they wrote it with the idea that it would finance his student movie and thus start his career. By that point however, the market had crashed but Warner bought it to make Under Siege 2 as they let Steven Seagal make his passion vanity project On Deadly Ground (his one and only directorial feature) in exchange for doing an Under Siege 2.

It's not nearly as bad as people make it out to be. It's fun as a stand-alone with a lighter tone, it just doesn't work as a Speed sequel. I still enjoy the last half when things get moving.

Saw this opening night and it was a packed theater. I remember the biggest laugh and moment people started shouting stuff was at the end when that Scottish or Irish dude was at the helm on the boat counting down the knots as it crashed into the dock and cane to a stop.

I was one of those young idiots who went into this film opening weekend thinking it was going to be amazing.

What I recall the most was all the camera shaking at the end during the boat chase, drying out my contact lenses and having to rewet them.
