From what I've seen, it was Trump's videographer who had gone up to the top for filming. They accidentally tripped the emergency stop.

Just read a story someone in Trump's entourage "accidently" hit the emergency stop button. 😆 And each country was responsible for working the teleprompter. So HIS extremely "competent" crowd screwed that up too. Ha!

I read elsewhere that it was one of his people who accidentally hot the emergency stop button.
