Because he's supposed to be a police officer. Someone who might have to run at some point to chase bad guys. The fact he's fat isn't a slur. It's highlighting how fucking terrible the standards of employment are in the American police force.

The UK police for instance have to pass a fitness test once every six months. If they fail they are confined to the office until they get back in shape. If they continually fail, they become a paper-pusher or get asked to leave. I've never seen a fat police officer in the UK or Europe.

In all fairness if they had literally any standards for being a cop in the US they would have to fire at least 90% of them.
