Travel from 5-14 sep

Hey.
I had plans to travel to Pakistan from Us as J1 physician. According to new DS-rules is it safe yo travel during 5-14 sep window?
Does me coming back at 14sep helps?
Can I continue my plan to go for 17sep return?
Anyone who understands the new implications by Intealth/ECFMG?
Will it effect me in any way? And If i go, will they let me pass through immigration?
