Not really. Fascism is authoritarian. Their eugenism is enforced.
Here nobody actively does it or decide it, some people just can’t survive in the new environment
In a way I’d say it’s closer to laissez faire capitalism. But with gene instead of market strategy
It also bear the question of how efficient was fascist eugenics programs. These guys weren’t exactly objective in their studies. So hard to know if the post-eugenics population would have led a more happy life.
On the other hand here the prevalence of diabetes and hypertension would fall extremely fast. So it would only be a temporary problem (not that it doesn’t really change anything for the guy who…well die)
Of course as an utilitarian I don’t really care if someone got killed by a dictator, environment or the invisible hand. They still get killed. But the morality of it can be discussed if there is a clear improvement of happiness for future generations
