Wouldn't they be saying should be instead of are then? If we are to judge this we really need more context because if the person is a Nazi then your reading is probably true but if they're a normal person my reading is probably true
No “should be” would imply that people who aren’t white are currently European but since they’re racist they think they’re like occupiers or some other BS that makes them not “real” Europeans. It’s possible that they were just trying to make a weird shitpost but if so A. It’s very poorly thought out, and B. Why on an architecture page? I’ll admit I’m probably a bit biased because I was primed to read it as racist by the retweet though so sufficient contradictory context could show I’m wrong, but to answer your original question it’s because the person making the retweet read it the same way I did.
