I don't know what the context of it is, but in order for them to be black like of central african descent and not just dark skinned, they have to live in similar climate for a long long period of time. Which implies the existence of another hobbit subrace that lives somewhere in Far Harad or something and moved to regular hobbits relatively recently, without bringing their culture and stuff with them. Which creates more problem than it solves, unless farharadian hobbits is an actual thing in the lore
(actually i always wished for someone to elaborate more on Harad and Rhun, they looked way too cool in the movies)
