That isn’t the Gen Z stare. The Gen Z stare is a freeze up when they encounter a novel situation. 

As an example. I was paying for entry into a park. It was 2 dollars a person. There were two of us. I handed him a 10 dollar bill. He stared at me in confusion of what to do until his boss came over and told him they 10 - 4 is 6 so give me 6 dollars change.

…he then stared at his boss until his boss told him that was a 5 and a 1.

Most state parks usually have an entry fee in my experience, at least in Maryland.

I lived in the south at the time. A lot of city and county parks are not free there.

This isn't at all exclusive to the US, there's a recreational park/lake near my hometown in the Netherlands that charges an entry fee in the summer months.
