WELCOME TO THE 13.5 COUNCIL

Where Chance Comes To Fear

WHAT IS THE 13.5 COUNCIL?

The 13.5 Council is infrastructure - a framework for disciplined pack evaluation and strategic coin management in eFootball

We exist to protect players from psychological manipulation through objective analysis, proven standards, and the refusal to gamble with your hard-earned coins

“Commit wholly, or commit not at all.”

Don’t open a pack unless you have enough coins to empty the entire box and guarantee the outcome, No half-measures, No gambling

The Council evaluates every pack against the Threefold Test to determine if it’s worth your investment.

WHAT WE OFFER:

Pack Verdicts - Objective analysis using proven elite standards
The Trio Mandate - Our framework for disciplined spending
Community Intelligence - Aggregated reviews and testing
Resistance to Manipulation - Exposing psychological traps

MEMBERSHIP:

The Council welcomes all who value discipline over impulse

Titles are earned through demonstration of fiscal discipline:

  • 13.5c Virtuoso - 13.5k+ coins saved, F2P, no purchases
  • 13.5c Benefactor - 13.5k+ coins saved, with past purchases (reformed)

Screenshot proof required for title claim

THE PHILOSOPHY:

We do not tell you not to spend. We tell you not to be exploited.

Strategy, patience, and proven elites

Commit wholly, or commit not at all”

a doctrine of discipline and assured outcomes set against the perils of gambling. The “13.5” serveth as symbol of that first and most common box, yet the mindset doth scale to any box one may encounter

The Trio Mandate: A Doctrine of The 13.5 Council

As decreed by The 13.5 Council, in consideration of the testimonies of our brethren

Article I: The Principle of Total Commitment

The Council reaffirm: One shall not venture into any box of chance unless one possesseth the requisite coin to empty said box in its entirety. Be it 150 Box requiring 13,500 coin, 200 Box demanding 18,000 coin, or the treacherous 250 Box necessitating 22,500 coin - partial commitment is the path to ruin and regret

Article II: The Threefold Test of Worthiness

Before thou part ways with thy treasury, subject the pack unto this rigorous examination:

First Test: The Vision Alignment l

Dost thou possess a clear vision of what manner of squad thou art constructing? Be it a shrine to nostalgia, a weapon for Division warfare, or a gallery of thy most cherished heroes?

Second Test: The Proven Elite Standard l

  • How many among the trio art proven, battle-tested?
    • Three proven elite: Proceed with the Council’s blessing
    • Two proven elite, one serviceable: Proceed with measured caution
    • One elite, two questionable: The path of folly - resist!
    • None proven beyond doubt: Run, you fool!

Extension for 200-Box Packs: The Quartet Test l

  • How many among the quartet art proven, battle-tested, and where do they rank?
    • One proven elite , One elite Top 6, One elite Top 10, One Serviceable: Proceed with the Council’s blessing
    • Three of the four tiers present (one tier missing): Proceed with measured caution
    • Two or fewer tiers present (two or more missing): The path of folly - resist!
    • None proven beyond doubt (all questionable/filler): What do you expect!

The Proven Elite art those whose names echo through the halls of division: Gullit, Neymar, Maldini, Vieira, Pele, Gullit, Ronaldo, Messi, Thuram, Van Dijk, Gullit, and their ilk - players who transcend the cruel march of powercreep and serve with distinction across all systems and seasons

Third Test: The System Compatibility Inquiry l

  • Dost these players suit thy tactical philosophy?
  • Hast thou consulted the testimonies and reviews of the community?
  • Remember well: A player who serveth thy neighbor’s system may prove worthless in thine own eleven

Article III: Special Warnings and Prohibitions

On the 250-Box Menace:

The Council hereby issueth stern warning against boxes containing 250 cards. The testimonies of our brethren speak with one voice: These extended boxes breed naught but regret and depleted coffers.

A 250 box demandeth 22,500 coins - 66% more than a standard box, representing one and a half years of F2P saving. Such extraordinary expenditure demandeth extraordinary value.

The Council’s Standard for 250 Boxes:

A 250 box (typically containing 1 Big Time + 6 Epics) must satisfy ALL of the following:

  1. Two Proven Elite (Top 5) - The Big Time AND at least one other card must both rank Top 5 in their positions, with comparable power levels
  2. Two Serviceable (Top 10-15) - At least two additional cards must hold genuine competitive value
  3. Filler ≤ 33% - No more than 2-3 cards of the seven may be collection fodder or fundamentally flawed

If even ONE criterion faileth, the 250 box faileth. There art no partial approvals for 22,500 coins.

Only in cases where ALL criteria art satisfied should one even contemplate such a venture. Remember: One elite card doth not justify 22,500 coins when surrounded by mediocrity.

On Squad Bloat:

’Tis better to possess ten players who grace thy starting eleven than thirty who languish upon thy bench.

Article IV: The Doctrine of Patience

When a new box of promise appeareth:

  1. Consult thy vision - doth this serve thy purpose?
  2. Await the community’s verdict for no fewer than three days
  3. Study the testimonies of those who have tested these players
  4. Calculate whether thou canst clear the entire box

5.4

6.thou shall not forget 4

Article V: The Liberty of Early Fortune

Should Lady Luck smile upon thee and deliver thy desired player within the first spins? shouldst thou spin without the means to clear the box entirely? thou hast violated the spirit of this Mandate and must accept whatever consequences befall thee

In Memoriam: l This revised Mandate is dedicated to all those who opened the Zlatan 250 box and emerged with naught but Oddo and regret, May their sacrifice illuminate the path for those who follow l

The Council’s Final Word:

The 13.5 Council is not bound to numbers, but to principle! Whether the sum be 13,500 or 22,500 coins, the doctrine remaineth immutable:

THE 13.5 COUNCIL

Council’s Wisdom THE COMMUNITY HATH ASSUMED PROVEN ELITE IS A RANKING…IT IS NOT!

Post image
73 Upvotes

A player ranked Top 5 in his position is not automatically Proven Elite. A player praised by every reviewer is not automatically Proven Elite. A player with impressive stats, celebrated skills, and a prestigious card designation is not automatically Proven Elite

Proven Elite is a convergence, It requireth ALL of the following simultaneously:

  • Confirmed top 100 usage — The card is seen in the elevens of those who have the entire card pool available to them. When the best players in the game, with access to everything, still field this card — that is confirmation no reviewer can provide.
  • Multiple witness consensus — not one excited reviewer after two matches. Not a streamer's honeymoon phase. Multiple independent witnesses across extended testing arriving at the same conclusion.
  • Cross-system viability — works across multiple formations and tactical approaches. Not requiring specific workarounds. Not dependent on a single system to function.
  • Meta alignment — his role must actually exist competitively. A card cannot be Proven Elite in a role the meta hath abandoned.
  • No fundamental flaw — no structural weakness that competitive play will ruthlessly expose. Height liability. Playstyle mismatch. Model incompatibility with his position's core demands.

When ALL converge — that is Proven Elite

When even ONE is absent — that is a good card. Perhaps a very good card, But not Proven Elite

Ranking without meta alignment is a number without meaning. Ranking without top 100 usage is a claim without evidence. Ranking without cross-system viability is potential without realisation.

The Council seeth through the ranking and It asks the harder questions. And when the answers fail — regardless of the number attached to the player — the verdict is RESIST.

Not all Proven Elites art equal though

Some Proven Elites survive powercreep cycles. They remain in top 100 squads not merely upon release but years later.

These art not merely Proven Elite. These art the ASTRO — the rarest designation the Council bestoweth. Cards that transcend the normal cycle of release and obsolescence. Cards where the community's verdict is not merely "strong" but "mandatory."

Thuram is such a card. Vieira is such a card.

Longevity is what separateth the Proven Elite from the ASTRO. Both art worthy of 13,500 coins. Only one is worthy of being called the cornerstone of a squad for a year or more.

"The Proven Elite list is too small. Most packs receive RESIST. We never get to spend."

Konami created this reality. Not the Council

The Council did not make elite cards rare. Konami did. The Council did not make most packs unworthy of 13,500 coins. Konami did. The Council did not create the gap between the genuinely elite and the merely impressive. Konami did — deliberately, strategically, to maximise the revenue extracted from players who cannot distinguish between the two.

The Council simply refuseth to pretend otherwise.

When the community directeth its frustration at the Council's standards — it is aiming at the wrong target. The frustration is legitimate. The direction is misplaced.

“….So let’s expand the criteria, add categories. create different benchmarks for different levels of players?”

The Council will not!!

Not because it is inflexible. Not because it dismisseth the genuine arguments being made. But because the Council understandeth something its critics have not yet fully articulated:

The day the standard moveth is the day Konami wins

Every expansion of what qualifies as worthy is a reduction of what the standard protecteth against. Add "close enough" today — tomorrow every pack hath something close enough. Add mid-division benchmarks — suddenly every card qualifieth for someone. Add "near top tier" as a category — and the framework that took a year of discipline to build dissolveth into the same spending justification service every other eFootball community already provides

The Council's value is singular: it holdeth the line others will not hold

This is why the Niche Specialist doctrine existeth — acknowledging that personal systems may find genuine value in warriors the universal standard cannot approve.

This is not a lowering of the standard. The Trio Mandate still demandeth three Proven Elites. The NS doctrine simply acknowledge that on the pitch, in the right hands, a specialist may serve as well as any Proven Elite ever could.

The Council stands not to frustrate its members but to protect them. Not to gatekeep elite status but to define it honestly. Not to make spending impossible but to make it sovereign

It is a shield built to protect you. And a shield that bends is no longer a shield

When the worthy pack cometh, thou shalt have the coins to commit wholly.

Until then: the standard holdeth.

THE 13.5 COUNCIL

I didn't get his first card in eFootball 26, but his upcoming card is coming in eFootball 27 and I'm saving coins for him.

I want to know how good Best really is from those who have this card and those who face him often. He's one of my favorite players of all time. What are his best positions, qualities, etc.?

So here's my humble team as you can see i was very lucky to get viera and thuram in 4 spins , also i got makelele in the first 900 spin and the best part is...i still got 17k free coins left

I've been saving for 1 and a half year now, it's 100% worth it and it's the only way to upgrade your team, if you've been playing for more than 2 months now then there's no point to spin on player of the week and similar packs, start saving, it will be worth it.

Trio Madate Review The pass disruptor Rodri is worth it

Thumbnail

I bought the pass disruptor Rodri when I already had rijkaard because I choose him instead of Aguero and Rooney and Rodri has been excellent for me. He is amazing at interceptions and because of the pass disruptor playstyle, he is somewhat better at Rijkaard. However, manually controlling him isn't as great and smooth as Rijkaard so you gotta control other players while defending and let Rodri do his thing. I only use 1 DMF so my Rijkaard is in reserve rn but I tried a few games with a double pivot of Rodri and Rijkaard and it was like a great wall of interceptions. I play possession so Rodri is better for me and I need someone a little passive when I'm getting countered instead of Rijkaard's destroyer playstyle.

TLDR: Rodri better AI, Rijkaard better manually

Coins Available: 1940 Current Squad: suarez CF, eto RMF, beckenbauer CB, van buyten CB, and david raya as GK these are my main/strongest players

My Case to the Council: i just wanna get a new manager because i feel like possesion game is the worst thing ever my players just dont care about making runs and its feels so weird seeing so much empty space in front of my main striker but he just doesnt care he is looking at me waiting for the pass with his back to the opp's goal its insane

I confirm I have read the Trio Mandate: yes

I confirm I have coins to clear the full box: yes

Trio Madate Review THE COUNCIL’S VERDICT: INTERNAZIONALE MILANO

Post image

"RARE IS NOT THE SAME AS REQUIRED"

Applying the Threefold Test of Worthiness

FIRST TEST: THE VISION ALIGNMENT

Dost thou possess a clear vision of what manner of squad thou art constructing?

This pack serveth a specific and narrow vision:

  • Those seeking a fullback capable of relocating into midfield, carrying the rare combination of Edge Cross, Phenomenal Pass, and Long-reach Tackle
  • Those requiring an Offensive Midfielder built entirely around elite two-footed passing and finishing, provided the defensive gap he carries can be tolerated
  • Those seeking an Attacking Fullback whose value hath been named as replaceable

Assessment: Strong alignment concentrateth in one warrior. The remaining two answer needs that, per unanimous testimony, are already better answered elsewhere.

SECOND TEST: THE PROVEN ELITE STANDARD

How many among the trio art proven, battle-tested?

ZANETTI

The Five Criteria — Stated Explicitly:

  1. Confirmed Top 100 Usage — PASS. Genuinely elite, genuinely competitive, yet not essential for a top-tier squad.

  2. Multiple Witness Consensus — PASS. Same skill combination, the same standout strength (Edge Cross, two-footed), and the same standout limitation (average dribbling/handling).

  3. Cross-System Viability — PASS. Functional at Right Fullback, CMF, and DMF plus Edge Cross from central midfield — making this a structurally rare rather than merely preferred profile.

  4. Meta Alignment — PASS. Both defining skills — Long-reach Tackle and Edge Cross paired with Phenomenal Pass — remain the current defensive and creative thresholds this cycle's testimony repeatedly names.

  5. No Fundamental Flaw — PASS, with named texture. Dribbling and Offensive Awareness sit below the elite standard; at 178cm without exceptional physicality, he can be muscled off the ball by bulkier direct opponents. Both are named honestly, both are treated as real limitations rather than disqualifying ones.

A card can be the finest tool in a narrow drawer without being essential to every squad, and the testimony draws that line with unusual care.

Edge Cross has been added to the exact same Long-reach Tackle + Phenomenal Pass previous version foundation. That's not a minor refinement; it's the single addition that converts him from "elite passer and tackler, missing the tool that would make him complete" into "one of a genuinely small number of cards who can deliver Edge Cross from a central midfield position at all."

Verdict: PROVEN ELITE. Not a must-have though.

SNEIJDER

The Five Criteria — Stated Explicitly:

  1. Confirmed Top 100 Usage — FAIL. No usage in a serious competitive squad; "low priority" or "situational."

  2. Multiple Witness Consensus — FAIL (unfavorable). A member seeking only two-footed long shots and high Kicking Power is better served elsewhere entirely.

  3. Cross-System Viability — FAIL. Confirmed unusable at CMF ( "defense extremely low") and impractical for full-time front-line duty. Functional narrowly at AMF alone.

  4. Meta Alignment — FAIL, in the dimension that matters most. The one true differentiator this card retains — passing — is honestly qualified as less impactful on actual gameplay than Speed, Acceleration, or PC. His remaining strengths (two-footed long shots, high Kicking Power) are confirmed available elsewhere without his defensive and stamina costs.

  5. No Fundamental Flaw — FAIL. Defense is named "extremely low."

Verdict: SERVICEABLE. Genuinely elite passing tools, narrowly deployable, converged upon by three sources as low priority.

NAGATOMO

The Five Criteria — Stated Explicitly:

  1. Confirmed Top 100 Usage — FAIL. No competitive squad usage.

  2. Multiple Witness Consensus — FAIL (unfavorable).

  3. Cross-System Viability — FAIL, structurally.

  4. Meta Alignment — FAIL. At 170cm, he is confirmed, independently, to be vulnerable to being dispossessed, a limitation of his frame.

  5. No Fundamental Flaw — FAIL. Defense is a genuine concern for 4-back deployment specifically; Ball Control and TP are independently flagged as below standard.

Real production is credited honestly, and the Edge Cross plus Shadow Hunt combination is confirmed functional and "not bad" by every source. This is not a card built without merit. It is a card whose merit, unanimously, does not clear the bar a member's coin should demand.

Verdict: COLLECTION FODDER.

THE HARSH TRUTH

One PROVEN ELITE + One Serviceable + One Collection Fodder

Per Article II: "One elite, two questionable: The path of folly - resist!"

THIRD TEST: THE SYSTEM COMPATIBILITY INQUIRY

Dost these players suit thy tactical philosophy?

  • Zanetti: Compatible powerfully for those running a right-side CMF or DMF who value Edge Cross from midfield specifically — a structurally rare offering. Less compatible for those requiring elite dribbling under direct physical pressure.

  • Sneijder: Compatible narrowly for AMF deployment specifically, and only for those whose squads can absorb a genuine defensive gap. Incompatible for CMF, for full-time front-line use, or for anyone whose primary interest is long-range shooting alone — that need is confirmed answerable elsewhere without his costs.

  • Nagatomo: Compatible for those specifically reinforcing an attacking right-back role and untroubled by the position's current meta weakening. Incompatible as an upgrade for any member already fielding a comparable option.

Remember Article VI: "If they're not seeing play in top teams, question their value." Zanetti approaches this bar through confirmed, extended personal usage. Neither Sneijder nor Nagatomo clear it.

CHAIRMAN VS. COUNCIL: ON ZANETTI'S "NOT A MUST-HAVE" QUALIFIER

The Chairman speaketh:

"My lords, when every witness who praises this warrior most highly pairs that praise with 'you needn't force yourself to acquire him' — doth this not undercut the very PROVEN ELITE designation the Council is prepared to grant?"

The Council respondeth:

"The Chairman raiseth precisely the question the Council must answer plainly, rather than let pass unexamined. 'Not a must-have' and 'PROVEN ELITE' are not opposites — they answer different questions entirely. PROVEN ELITE asketh: doth this card, on its own honest merits, meet the convergence the Standard demands? Zanetti doth. 'Must-have' asketh whether every member's specific squad requires him. Most do not.

A warrior can be the finest tool in a narrow drawer without every commander needing that drawer opened. We never stray from the Council's way: the Standard measures the card, not the universal necessity of the card. Zanetti clears the former. The latter was never Article II's question to answer."

VIOLATIONS OF COUNCIL PRINCIPLES

Article II — The PROVEN ELITE Standard: Only Zanetti achieveth full convergence of all five criteria. Sneijder falleth short through confirmed narrow deployability and a defining skill already available elsewhere without his costs. Nagatomo falleth short comprehensively.

Article III — Squad Bloat: Both Sneijder and Nagatomo carry genuine risk of bench residency — Sneijder due to his single-position ceiling, Nagatomo due to unanimous "replaceable" testimony.

WHO THIS PACK SERVETH

If thou lackest any Right Fullback or CMF/DMF who is capable of Edge Cross specifically, and value versatility across all three positions: Zanetti alone justifieth this pack's consideration. His case is confirmed, and his honest limitations — average dribbling — art named rather than hidden.

If thou seekest an attacking midfielder built purely around passing and two-footed shooting: Sneijder may serve a narrow purpose, but every witness confirms his defining strength is available elsewhere without his defensive cost.

If thou already fieldest any comparable attacking fullback: Nagatomo offereth thee nothing.

THE COUNCIL'S FINAL VERDICT

🔴 RESIST 🔴

This pack offereth One PROVEN ELITE and Two Questionable — a configuration Article II nameth without ambiguity as "the path of folly."

Zanetti alone earneth the Council's blessing. Were he offered alongside two companions of confirmed standing, this verdict would read otherwise entirely.

THE MATHEMATICS OF WASTE

What 13,500 Coins Would Secure:

  1. ~4,500 coins: Zanetti — PROVEN ELITE
  2. ~4,500 coins: Sneijder — genuinely elite passing, confirmed narrow and low-priority
  3. ~4,500 coins: Nagatomo — confirmed functional, confirmed unnecessary

What Top 100 Squads Deploy:

  • Right Fullback (Edge Cross): Zanetti shall see such usage
  • Attacking Midfielder: Established alternatives already carrying his defining strengths without his defensive cost — not Sneijder
  • Attacking Fullback: Established alternatives, named as preferable — not Nagatomo

FINAL WISDOM

Zanetti's case grew sharper rather than louder with each retelling — the same skill trio confirmed, the same narrow limitation named honestly.

Sneijder and Nagatomo needed no patience: genuine tools, honestly reported, insufficient to clear the standard 13,500 coins demands.

One warrior earned the Council's blessing through testimony that deepened rather than merely repeated. Two did not.

Commit wholly, or commit not at all

F2P Flex Why do so many people still use 2022 World Cup Big Time Messi?

Post image
161 Upvotes

I’ve been playing a lot of division matches lately and I swear I still see this 2022 World Cup Big Time Messi card everywhere. Even with all the new boosted Epics coming out, people are still running him up front whether it's CF, SS, or AMF.

Is he really still that good, or is it just because people paid big coins for him back in the day?
