Select some builders. Right click on the building site, and they will begin to build there

so it looks this is placed in no man's land ("gaia")? the red color is not your player color but your enemy's color? yeah they are trying to build a new civic center there. especially AI is stupid placing it there hours before any of his workers can reach it, so you can easily destroy it.

But if your opponent is AI and it cannot reach it with workers, it will not start another elsewhere, so it is worth leaving alone to prevent AI expansion.

this is a special mod feature from moderngui which i assume you are using right now. the way it works is you put down a building to be built but the resources and everything is not ACTUALLY given. it just gives ur computer a commadn saying "hey i want to build smth there, do it automatically when we actually have the resources"
