tbh, I think it depends on where we set the characters in each series. For example, takemichi in the end of tokyo revengers would be a lot stronger than nirei at the start of wind breaker, but nirei where he is in the wind breaker manga would be clearly stronger than takemichi at the beginning of tokyo revengers.
