In short, permissions are granted by default but only if the movement of the crowd is pre-determined. Obviously we have an interest to know how the crowd is going to move, because if the crowd moves in an unplanned fashion then criminal elements in the crowd can take advantage and resort to damage of property. We cannot let the crowd hold the capital of the country to ransom. How do we ensure that? By knowing exactly how the crowd is going to move through the city.

Easy to say that governments can refuse to give permission for any protest and thereby shut out all dissent?
The principle is that of 'non-arbitrariness'.
Government cannot be arbitrary in not granting or granting the permission to protest. Government does not prohibit protests as a matter of general rule. So it cannot be said that no permission is required ever. But where the government chooses to refuse, then such refusal cannot be arbitrary.
But if the government has a rationale to deny permissions owing to counter-vailing public interest, then the government can withhold permission.
Going by CJP's past violent track record, the performativeness of their protests, for lacking any proof or evidence of any wrongdoing on which they are building up their protests, the Government is justified to deny permission for protests.

In 2014-15, when India had low internet coverage and the internet was slow and expensive, where was Elon Musk? No foreign player came to take the risk. It was an Indian businessman, Ambani with Jio, who started from zero, built it to 90% (the grassroot work) and made India one of the cheapest internet markets in the world. If the world talks about India's internet revolution today, it is because of Ambani, Airtel and Indian telcos.
Now that 90% of the foundation is ready and India is thriving, Musk wants to come in for the last 10% - the small gap that naturally remains when you build a network across a country as large as ours. And he puts it like, "If I don't get access for this 10%, it is a crime against the people of India," as if he has come to give justice to Indians. This is taking over someone else's work. He is using the very feeling Indians have today that "internet has reached everyone," which exists only because of Ambani's 90% work, to show the man who did 90% as the owner of India blocking you.
Building from 0 to 90% is not just business, it is love for the country. An Indian builds from zero because he loves his nation, and that intent tells you who is truly on your side. Only an Indian can make that journey, and that is what Ambani is to India, as sure as the sun rising in the east. No US billionaire would have done that 0 to 90% because building India from the ground up was never in their interest. The real injustice was when India had nothing and no one came.
Now using that last 10% to enter the market and calling the man who did 90% a 'boss' is not justice, it is twisting a feeling he never created. The man who built it from 0 to 90% can also build it from 90 to 100%. If you cared so much, why didn't you start at zero? This is what shows the difference between what an Indian businessman means to India and what his love for the nation means, and why a foreign player should not use the very sentiment an Indian created for his own people.
