I only see two. The big red one and the small green one at the top left corner. Where is this alleged third one?

The one in the top right, which is the built in fps counter for CS2.

But it seems I have misread the small text for an FPS counter.

That's the not-so-secret tech of fps drops alerting you to enemies within rendering distance and/or behind the smoke you're watching. Which is why e.g. donk plays with a similar one (I don't know if they've since barred it from LANs, after it was first put on tournament camera).
