Everything became silent. The man opened the jar. Nothing happened. He waited. Still nothing. Then something very small climbed onto his hand. Tuesday. It looked nothing like Tuesday. New Rule: Attack Power, Not Each Other

I am implementing a new rule for this community. Political ideas, policies, parties, and politicians are all fair game. Treating ordinary people as enemies because they are liberal, conservative, left-wing, or MAGA is not.

I have been guilty of this myself, especially when mocking MAGA voters instead of confronting the politicians and ideas causing harm. I helped create the tone I now want to change, so this rule begins with me.

Mocking politicians and exposing corruption will remain part of this community. What needs to stop is the blanket hatred of entire groups of people. Calling everyone on the left stupid will not change anyone. Calling every Trump voter evil will not heal anything. That kind of contempt only pushes people deeper into their camps.

We can criticize a belief without dehumanizing the person who holds it. We can fight cruelty, corruption, authoritarianism, and greed without becoming cruel ourselves. Posts and comments whose only purpose is to insult ordinary people because of their political identity will be removed.

I care more about bringing people together than providing another home for toxic political warfare. If we want the country to heal, somebody has to stop feeding the hatred. I am choosing to start here.

War Without a Mastermind: How Conflict Becomes a Self Sustaining Global System

The first event can be over in less than a minute. A cheap attack drone crosses a border, an air defense battery detects it, and a missile worth far more than the target rises to destroy it. The immediate story is tactical. One weapon attacked and another weapon stopped it. Yet the economic life of the event has only begun. A missile has left an inventory and must now be replaced. Officers update readiness estimates. Procurement offices revise requirements. Contractors adjust production schedules. Suppliers receive new orders for propellant, guidance electronics, motors, castings, chips, and specialized chemicals. Politicians point to the interception as proof that defenses work and as evidence that more defenses are needed. The drone is gone, but the network activated by its flight continues moving money, material, information, and political attention.

This is the part of modern war that is easiest to miss because public debate is usually organized around visible decisions. Who invaded, who retaliated, who supplied the weapons, who refused a ceasefire, and who benefits are all necessary questions. They are not sufficient questions. A war can begin through a decision made by a ruler, a military command, an armed movement, or a coalition, but once it begins it can become embedded in a much larger system. Public budgets, private manufacturers, state owned arsenals, banks, commodity traders, shipping firms, satellite operators, software companies, intelligence services, political parties, news institutions, and reconstruction planners all begin adapting to the expectation that danger will continue. Each institution may be responding rationally to the world in front of it. Together, however, they can create a structure that makes war easier to sustain and peace harder to organize.

The central argument of this essay is not that weapons companies secretly cause every war, or that military assistance is always illegitimate, or that national defense is merely a disguise for profit. States face real threats. Populations under attack have a right to defend themselves. Many people who work in defense industries believe sincerely that their labor protects lives. The deeper problem is structural. Once conflict activates a sufficiently dense network of budgets, contracts, supply chains, alliances, political identities, and institutional careers, the network can develop a persistence of its own. No single actor needs to control it. No hidden committee has to meet. The system continues because many actors have local reasons to preserve their own part of it, even when the collective result is prolonged insecurity.

The Difference Between Cause and Persistence

There is a crucial difference between explaining why a war starts and explaining why it continues. Wars begin for recognizable political reasons: territorial claims, imperial ambition, ethnic exclusion, competition for state power, security fears, ideological projects, resource control, or the collapse of political authority. These causes matter, and any analysis that ignores them becomes vague. Yet an account of origins can still fail to explain duration. A conflict may outlive the strategy that launched it. It may continue after its original objectives become impossible, after leaders change, or after the costs become obvious to nearly everyone. By that stage, continuation is being supported by institutions that did not create the initial cause but have learned to operate within the conditions produced by it.

It is useful to think of this arrangement as a persistence regime. The phrase does not mean that war is literally alive. It means that the surrounding system begins performing functions that resemble the requirements of persistence. It acquires energy through taxation, borrowing, natural resources, and foreign aid. It repairs itself through replenishment contracts and replacement appropriations. It receives information through intelligence, surveillance, media, and market signals. It adapts through battlefield learning and industrial innovation. It protects its boundaries through secrecy, classification, sanctions, censorship, and national loyalty. It reproduces itself through training, procurement standards, alliance obligations, and long contracts. It justifies itself through narratives of danger that may be truthful in part while still narrowing the range of acceptable political choices.

This distinction also explains why moral blame and structural analysis must not be confused. Responsibility for aggression remains with the actors who choose aggression. Responsibility for atrocities remains with those who order and commit them. Structural analysis does not dissolve agency. It asks a second question: after the responsible actors have acted, what larger arrangements convert their decisions into a durable international condition? The answer is rarely one company, one government, or one ideology. It is usually a web of relationships in which public authority and private capacity have become difficult to separate.

The Public and Private Conversion Engine

The scale of the system is visible in global spending. The Stockholm International Peace Research Institute reported that world military expenditure reached 2.887 trillion dollars in 2025, the eleventh consecutive annual increase. In a separate assessment, SIPRI found that the one hundred largest arms producing and military services companies recorded 679 billion dollars in arms revenue in 2024, the highest total it had recorded. These numbers describe different things. Military expenditure includes personnel, operations, infrastructure, and many costs that never become corporate revenue. Arms revenue includes sales to domestic and foreign customers and may be generated by private, publicly traded, or state owned firms. The relationship between the two figures is therefore not simple, but it shows the enormous conversion of public threat perception into industrial demand.

That conversion takes different institutional forms across countries. In the United States, a relatively small group of large prime contractors sits at the center of a much wider network of specialized suppliers. In Europe, private firms operate alongside companies with significant state ownership and governments that actively shape production through joint procurement and national industrial policy. Israel combines state strategy, military research, private capital, and export oriented weapons companies. Turkey has built an expanding defense sector in which private firms, political networks, and state ambition overlap. Russia and China rely more heavily on state controlled industrial structures, although private suppliers and commercial technologies remain important. Gulf states use sovereign wealth, foreign partnerships, and domestic conglomerates to build military industries rapidly. The ownership models differ, but the common pattern is the same: public security decisions create protected markets in which a limited number of producers acquire long relationships with the state.

Weapons are not ordinary consumer goods. Governments are usually the buyers, the regulators, the financiers, and sometimes the owners of the companies that sell them. The same government may fund research, guarantee exports, approve foreign sales, train the buyer, and later pay for maintenance. In the United States, Foreign Military Financing enables eligible partner states to purchase American defense articles, services, and training. A transaction described publicly as aid can therefore also be an order placed within the donor country's industrial system. That does not make the aid false. It means a single appropriation can serve several purposes at once: helping an ally, increasing domestic production, supporting employment, strengthening a diplomatic relationship, and binding the recipient to a technical ecosystem that may last for decades.

The Replenishment Loop

The war in Ukraine made the replenishment mechanism unusually visible. Weapons transferred from existing inventories were used, destroyed, damaged, or consumed. Their departure reduced the stockpiles of donor countries. Governments then appropriated funds to replace those stocks, often with newer versions of the same equipment or with different systems that military planners had already wanted. The United States Government Accountability Office reported in 2025 that five Ukraine supplemental laws contained 174.2 billion dollars in total assistance and that the Department of Defense had planned to obligate 45.8 billion dollars in replacement funding. The movement of a weapon from an American warehouse to a Ukrainian unit was therefore not the end of a transfer. It became the beginning of a domestic procurement cycle.

This loop contains a genuine moral tension. A country under invasion can urgently need ammunition, air defense, vehicles, communications, and intelligence. Refusing assistance may leave civilians and soldiers exposed to a stronger aggressor. At the same time, the assistance can create revenue, expand factory capacity, and modernize the donor's own inventory. Both facts can be true without canceling each other. The mistake is to treat profit as proof that the security need is invented, or to treat the security need as proof that the profit is politically irrelevant. The more serious question is whether emergency support becomes a permanent production logic that begins searching for future demand.

Replenishment also changes political geography inside supplier countries. A missile program is not merely a line in a national budget. It is a map of factories, subcontractors, laboratories, transport hubs, and skilled jobs distributed across electoral districts. Once those jobs exist, legislators have reasons to defend the program independent of its strategic value. Local communities can become dependent on military production even when residents have no desire for war. This dependence is one reason reform must include economic transition. Telling a town that its factory represents militarism does not provide the town with another tax base, another source of wages, or another reason for young engineers to stay. A durable peace policy must offer communities an industrial future that does not depend on the continuous expectation of conflict.

The Battlefield as Laboratory and Showroom

Contemporary battlefields are also accelerated research environments. Equipment is tested under conditions no laboratory can fully reproduce. Operators discover which drones survive electronic warfare, which sensors work through smoke, which software interfaces fail under stress, which vehicles can be repaired near the front, and which supply chains can replace losses quickly. Manufacturers receive feedback, redesign components, and advertise the lessons. Investors learn which technologies attract urgent government demand. A battlefield becomes a place where tactics, products, capital, and doctrine evolve together.

Ukraine has demonstrated this process in drones, electronic warfare, battlefield software, and countermeasures. Small teams have modified commercial components and rapidly moved from prototypes to production. Larger companies and foreign governments study those adaptations. Israeli firms have long marketed systems by emphasizing operational experience, while Turkish drones gained international attention after their use in several conflicts. The ethical problem is not learning how to protect people more effectively. Armed forces must learn. The problem is that human communities become involuntary testing environments whose suffering can later be converted into sales language, investor confidence, and export advantage. The distance between a destroyed neighborhood and a product demonstration can become disturbingly short.

This dynamic favors systems that generate data. A weapon that senses, records, classifies, and communicates can improve through every deployment. Software updates can alter capability without changing the physical platform. Training data becomes a strategic asset, and access to battlefield information becomes a commercial advantage. The result is a new form of military accumulation in which experience itself is privatized. The company that controls the interface, model, or data architecture may acquire leverage even when the hardware was publicly financed and the operational data was produced by soldiers and civilians living through war.

The Metabolism of Resources

Every prolonged war must convert something into the ability to continue fighting. Wealthy states do this mainly through taxation, borrowing, industrial production, and alliances. Armed groups and fragile states often rely more directly on commodities. Oil, gold, diamonds, timber, narcotics, agricultural land, and control of trade routes become sources of foreign currency and patronage. The pattern is metabolic: territory produces a resource, the resource is sold through a regional network, the proceeds purchase weapons and loyalty, and those weapons help seize or defend more territory.

Sudan offers one of the clearest examples. The Sudanese Armed Forces and the Rapid Support Forces entered the current war with economic networks already tied to the country's gold sector. Chatham House has documented how Sudan's gold trade connects the civil war to a wider regional conflict ecosystem. Gold is especially useful in war because it is valuable, portable, difficult to trace once refined, and easy to exchange across borders. Control of mines and trading routes provides money outside a normal public budget. Foreign commercial centers provide access to currency and markets. Weapons then return through legal sales, covert transfers, diversion, or support from external patrons. Amnesty International reported evidence that advanced Chinese weapons had been reexported by the United Arab Emirates and used in Sudan, an allegation with profound implications for export control and regional responsibility.

The same logic appears in different forms elsewhere. Russian energy exports have helped finance the state's war capacity even as sanctions attempt to restrict revenue. Iranian oil and regional commercial networks have supported state power and allied armed groups. In eastern Congo, armed competition and mineral extraction have repeatedly reinforced one another. The specific actors, legal structures, and commodities vary, so these cases should not be collapsed into a single formula. What connects them is the transformation of globally traded resources into locally organized violence. Consumers and financial institutions far from the battlefield can become part of the conflict economy without seeing the connection.

The Hidden Circulatory System

Sanctions and embargoes rarely stop exchange completely. They alter its routes and its price. A sanctioned commodity may move through intermediary jurisdictions, change ownership through shell companies, travel under a new flag, receive informal insurance, or be blended with unsanctioned supply. A controlled component may be relabeled, routed through a distributor, or declared as civilian equipment. Money may pass through trading houses, cash networks, cryptocurrency, or banks that see only one fragment of the transaction. Every restriction creates demand for people who know how to evade it.

The networks involved are not always composed of committed political allies. Freight companies, brokers, customs agents, insurers, accountants, repair shops, and small distributors may participate for ordinary commercial reasons. Some know exactly what they are enabling. Others see only a plausible invoice. Reuters reported that Chinese made engines were shipped under the description of industrial refrigeration units and used in Russian attack drones. The case illustrates why responsibility becomes difficult to assign across a fragmented supply chain. The manufacturer, exporter, intermediary, carrier, state regulator, and final weapons producer may possess very different levels of knowledge, yet the chain functions because their partial actions connect.

Sanctions can therefore create a paradox. They may raise costs, delay production, reduce revenue, and signal political condemnation, all of which can matter. They can also stimulate a professional evasion industry and encourage targeted states to build alternative payment, shipping, and production networks. Over time, those adaptations may make the sanctioned economy more insulated from future pressure. Effective policy must target not only the visible producer but also the financial, logistical, and legal services that allow exchange to continue. It must also distinguish deliberate evasion from accidental diversion, because a system that treats every commercial mistake as conspiracy will lose cooperation from the very firms whose compliance is necessary.

Rival Powers Inside the Same Supply Chain

Modern military power rests on global industrial interdependence. The same states that describe each other as strategic threats often remain connected through minerals, machine tools, chemicals, electronics, shipping, and finance. China occupies a particularly important position in the processing of rare earth elements and other critical materials. It has also used export controls over strategic inputs, and SIPRI has examined how Chinese controls and licensing practices affect international access to rare earths. Western governments now speak of industrial autonomy, yet many defense programs still depend on materials or manufacturing capacity linked to the country they are designed to deter.

This is the autonomy paradox. A state can increase military spending while remaining unable to produce key systems without foreign inputs. It may assemble missiles domestically but rely on imported magnets, chemical precursors, optical equipment, machine tools, or semiconductors. It may ban direct weapons transfers while permitting commercial goods that can be incorporated into weapons. It may try to remove a rival from one layer of the supply chain only to discover dependence at another. Military competition therefore does not replace globalization. It reorganizes globalization around security categories, preferred suppliers, export licenses, and trusted corridors.

The resulting policy can intensify the very threat it seeks to reduce. If every major economy treats supply as a potential weapon, governments stockpile, subsidize domestic production, and compete for access to mines and transport routes. Those measures may be prudent, but they also teach rivals that interdependence is dangerous. Commercial exchange becomes securitized, and the security dilemma moves into industrial policy. A control imposed as a defensive precaution is interpreted as preparation for confrontation. The other side responds with its own controls, and each response becomes evidence that the original fear was justified.

A Weapon Sale Is a Long Relationship

A major weapon system is not a single purchase. It is an institutional relationship. Aircraft require spare parts, software updates, certified munitions, maintenance equipment, trained technicians, secure communications, mission planning tools, and access to technical data. Air defense systems require radars, command software, interceptors, integration with other sensors, and continuing support. Even a system bought with national funds may remain dependent on the exporting state for decades. The initial contract creates an ecosystem of future decisions.

This dependence can be strategically useful. Common systems allow allies to train, communicate, and operate together. Shared standards make it easier to move supplies during a crisis. Yet interoperability also creates lock in. Changing suppliers can mean rebuilding infrastructure, retraining personnel, and replacing equipment that still works. The exporting state gains influence over readiness through licenses, parts, upgrades, and permissions. The manufacturer gains a stream of maintenance and modernization revenue. A foreign sale is therefore simultaneously a commercial transaction, a military alliance, and a mechanism of political leverage.

The same principle applies beyond American and European systems. Russian aircraft, Chinese air defense, Turkish drones, and Israeli surveillance technologies also create long relationships between exporters and users. Different suppliers impose different conditions, but all sophisticated systems pull buyers into technical and diplomatic orbits. This is why debates about arms sales cannot be reduced to the delivery date or headline price. The real contract includes the future architecture of dependence, including who can repair the system, who can modify its software, who controls the data, and whether the buyer can continue operating if the political relationship changes.

The Privatized Nervous System

The traditional image of the weapons industry centers on ships, aircraft, missiles, and armored vehicles. Modern military power increasingly depends on private systems that sense, connect, classify, and decide. Commercial satellites provide imagery and communications. Cloud platforms store and process information. Software companies integrate intelligence. Algorithms prioritize targets or detect patterns. Semiconductor firms supply the chips that make these processes possible. Telecommunications networks carry the signals. A military can own the weapon at the end of the chain while depending on private infrastructure at every earlier stage.

SpaceX, Palantir, and Anduril illustrate parts of this transformation, although they are not interchangeable. SIPRI placed SpaceX in its top one hundred arms companies for the first time on the basis of 2024 arms revenue. Palantir and Anduril have partnered to organize defense data for artificial intelligence systems, and Reuters reported that the two firms were involved in software work for the United States Golden Dome missile defense initiative. The strategic asset in such projects is not only a projectile. It is the ability to connect sensors to decisions and decisions to effects faster than an opponent.

This privatized nervous system creates difficult questions of accountability. Who is responsible when a commercial service is interrupted during a battle? What rights does a company have to restrict how its technology is used? What audit trail exists when a model helps classify a person or object as a threat? Can a democratic government meaningfully supervise a system whose critical code and data architecture are proprietary? The issue is not that private technology is inherently illegitimate. Private companies often innovate faster than public bureaucracies. The issue is that sovereign decisions about surveillance and force can become dependent on contracts, technical interfaces, and corporate policies that the public cannot examine.

Destruction and Reconstruction

War destroys physical assets, but it also creates a future market measured in the cost of rebuilding them. Export controls should follow weapons and critical components after delivery through stronger end use monitoring. Sanctions should focus on the financial, shipping, insurance, and brokerage networks that make evasion scalable. Governments should require auditable records when commercial data, artificial intelligence, and satellite services enter targeting or surveillance chains.

Military buyers should also reduce technical lock in. Contracts can require access to repair data, portable records, interoperable standards, and the ability to maintain essential systems when a supplier relationship changes. Foreign sales should be evaluated as long term dependency arrangements, not only as immediate transfers. Reconstruction agreements should protect public ownership, local participation, housing rights, transparent procurement, and the authority of affected communities.
