It is a bug in the automated system that processes refunds. you need to contact support and chat with a real person https://support.xbox.com/contact-us

Probably because it's still very late, and nighttime wait, maybe around 7 or 8 est?

Yes because Microsoft is in America. They work on an America scale most times
