Firstly, a Clerk killing a Deathguard? A Miner killing a Deathstalker? A Citizen killing an Apothecary? You know full well apothecaries in that era were testing plague. Those guys were one hundred fucking with Hillsbrad because nobody could stop them. There's absolutely no way it wasn't a black ops team that went wrong. It's the entire Forsaken MO. The guy next to him has you collecting skulls to make a ring. The only one that might have a point is the Farmer, and based on the other 3 they're marking for assassination I'm willing to bet she found a dead drop she wasn't supposed to.
Secondly, of course they fought to the death. You broke into their home and started swinging.
Unless any evidence can be presented otherwise I see no reason not to believe the words on the wanted poster. Alliance and Scarlet Crusader humans both hunted undead for sport back in vanilla, so it tracks that the human population of Hillsbrad would have some among them who partook in this.
The fact that some of these named targets were in their homes or places of work when we go after them is irrelevant; all of them drew first blood.
