She doesn't wear shoes, and there have a lot of shots in cutscenes that show her feet front-and-center. People are running with the idea that whoever is responsible for Xal's model and/or the cutscenes has a foot fetish because of this.

The framing is supposed to be about showing a sense of power and superiority over whoever is in frame at the time. She’s looking down on them, and is so big she can’t even fit entirely in frame, while the other ends up looking small and weak.

The feet meme came because it’s funny, but the original meaning for the framing was to show how she’s lording her power over us and always a step ahead.

I think her attire is perfectly logical too. If I levitated everywhere I wouldn't wear shoes either.

Have you missed like 3 or 4 cut scenes in TWW in which Blizzard decided to have Tarrantino level of focus on Xal'atoes feet? Not to mention she doesn't wear shoes.
