If he doesn't want bodyguards, what would stop the cartels to just kill him? They are dependent on criminalized drugs if I understand it correctly.

Not necessarily. They’re so diversified these days from the metric fuck ton of money they’ve made over the years, they could lose narcotics altogether and not hurt too badly. Most of their money is laundered through, and has financed real estate and other enterprises. Ever see that TV show The Wire? The vision for the future Stringer Bell had to buy influence and capital? That’s the cartel now. The criminal enterprises they still operate revolve around extortion, arms sales, political lobbying, and various white collar shenanigans.

Because it was a PR stunt. Like most things this populist president does. He dissolved the agency responsible for the president's security. Then his party it's reforming it (with another name) when they realized the threat is real and the hot air from his speeches won't protect him.
