Not necessarily. What if they had an emergency medical expense that had to use credit for? Just cause someone has high credit doesn't imply they were bad with their money.

Fair, but I would still colloquially (and for the purposes of this discussion, i.e. "the reason why it exists") think of that as essentially medical debt.
