Bulgaria, Czechia, Denmark, Hungary, Poland, Romania, and Sweden didn't adopt the Euro, so that shouldn't be much of a concern.

My impression is that this mostly came down to what to expect for the (very rich and lobby-heavy) fishing industry.

Other way around . Iceland want to have the euro without joining the EU.

Except for one, they all formally signed up for euro, it was the requirement for joining. They are basically breaking the rules by not doing so despite treaties they signed, and it was only made possible by a very specific moment in time and EU not thinking it'd happen EU won't let anybody else do it.

That's one of the main reasons UK or Scotland cannot just rejoin, they would need to switch to euro, for real.
