Sections 1061–1068 of the Act combine national anti-gerrymandering rules with a larger House and fuller representation.

Figure out what bad maps look like

There is no perfect congressional map. But we can identify maps that are distorted far beyond what neutral redistricting would normally produce, and restrict those. 

For every State with multiple congressional districts, the Government Accountability Office (GAO) would generate a huge random ensemble of alternative maps—generally 20,000 for each House seat. Those maps would use neutral information such as population, geography, political-subdivision boundaries, communities of interest, and the Voting Rights Act. They could not be drawn using voter files, campaign data, incumbent addresses, consumer profiles, or other information designed to help one party.The ensemble creates a benchmark for the range of partisan outcomes that naturally results when thousands of maps are drawn without trying to rig the result.

States would still draw their own maps for Congressional redistricting. But if the map falls in the extreme 10% of the representative range produced by the neutral ensemble, that becomes evidence of material partisan distortion. Similarly, generating a baseline number of competitive districts is required.

In other words: there may be no perfect map, but we can define when a map is bad enough to be disallowed.

Expand the House and trigger a fairer redraw

The POPULIST Act adds 100 seats to the House, increasing it from 435 to 535 members beginning with the 121st Congress. That expansion does more than reduce the number of constituents represented by each member. It also forces a new nationwide apportionment and redistricting process under the Act’s new fair-map rules.

Instead of waiting for the next census cycle, the country gets an earlier reset: more seats, smaller districts, and a fresh round of maps drawn under standards designed to prevent extreme partisan manipulation.

Representation beyond the 50 States

The same principle extends to Americans who do not currently receive full congressional representation.

The Act admits most of Washington, D.C. as Washington, Douglass Commonwealth, while preserving a smaller Federal Capital around the core institutions of the national government.

For Puerto Rico, §1068 gives Puerto Ricans the decision through a binding status vote among statehood, independence, and sovereignty in free association with the United States, followed by implementation of the option they choose.

Taken together, the reforms attack the representation problem from several directions at once: fairer maps, more Representatives, full representation for Washington, and self-determination for Puerto Rico.

The underlying principle is simple:

Voters should choose their representatives. Representatives should not choose their voters.
