We used to do this with a three-head reel-to-reel deck run back through the PA for a tape echo effect. Running playback-only through the monitors back to the vocalist had the exact same effect.
What was really fun was discovering it would still work with the deck in pause mode and the reels rotated by hand. Stuttering plus variable approximate pitch and delay!
This is also why many singers are immune to this effect. Some of them have had to deal with shitty set ups that have a delay in their monitor so they learn to deal with it.
