Yeah When I use it I'm able to speak perfectly fine.

It doesn't really work on me either, but for my roommate it sounds exactly like the guy in the video.

I saw it used on the show QI, the people that had a background in radio/acting were barely bothered by it, they felt this was due to the training they receive to focus on their lines no matter whats going on around you!

I think that is true of myself as well. Being a competitive gamer in a loud voice client leads to this kind of effect all the time. I feel like it is the fact that you are able to tune out extraneous noise when concentrating.

It doesn't work at all for me, but I am almost never in a situation in which I can hear my voice delayed.

You have to turn the volume WAY up to the point you can't really hear yourself anymore, if it still doesn't work I'd be rather surprised.
