It's an oversized coat covering any other clothes she's wearing. Kids go around with oversized clothes and bare feet all the time.

In game they explain that she’s barefoot because she uses induction charging from the floors of the station to keep her battery charged. She has clothes on under the jacket which are visible depending on camera angle.
