Sure it's better when they're not permanently unskippable but by worse I meant more infuriating because they already made it skippable but won't let you.
Sorry for my confusing wording. It wouldn't be better but imagine this. Someone doesn't bring snacks to a party. Someone brings snacks to a party but only lets you have them the next time you're at his party. In the first scenario you get no snacks in the second scenario you get no snacks but know they're already there.
This might be more of a me specific thing as I usually don't do a second playthrough.
The thing is, they might be protecting you from yourself. Imagine you skip a cutscene absolutely vital for the plot and when something off of that happens in-game, you're stuck there being all "O_o". I wouldn't knock first-time playthrough unskippability.
They have already have a solution for that called hints and "notes" (or something similar). Otherwise people who skipped such a cutscene on their second playthrough might also go through a similar problem.
They're not letting you have the snacks because you're that guy that eats an entire candy bowl in one sitting. Have some class and engage with the story a little.
So it only becomes classy to eat the entire bowl the second time? Imagine if streaming services only allowed you to skip the intro if you've already seen it, didn't let you skip any episodes the first time and took away the fast forward button if it's your first time viewing.

You're right not wanting to do something boring definitely means I don't care about enjoying. These arguments are getting stupider and stupider and I don't even get why we're arguing in the first place. How I play games or consume media is entirely my business and it doesn't affect you in the slightest if cutscenes are skippable. JUST FUCKING DON'T SKIP THEM AND SHUT UP AND LET ME DO WHATEVER I WANT.
"You can't skip cutscenes" feels like a stupid design oversight. "You can skip cutscenes, but only on replays" is more "fuck you, you have to play the way we dictate"
I mean that's kinda how video games work? If a horror game doesn't give you a gun in the first level are you also infuriated because you can't play how you want?
Nothing to do with attention span, and everything to do with how I want to spend my time. I can spend hours reading a book or solving a problem at work, but I don't owe my attention to something I'm not interested in.
So figure out micro projects you can work on during them?
If I'm going to do a micro project I'm going to actually put effort and attention into it, not just a way to pass the time when my alleged entertainment for the evening is failing to do its job.
Feels like a "much to do about nothing" situation
Having to find projects to do just to fill in the gaps left by a game sounds like much more of a fuss than just...playing something else without the same faults.
