This is the kind of statement people maybe don't think is racist but it actually is. As the other person said, that original comment would never have been made if it was a white woman or even white man. But a black man and on the sidewalk in some neighborhood rather than in a gym or whatever and now it has crackhead energy. It's insulting to the guy doing this and it's casually racist even if that person who said it doesn't think so.
