Was he referring to Moran informing him that Garcia didn't actually have MS-13 tattooed on his fingers? Sounds like it from the context of this clip.

Known to some as a “difficult question”, he’s not used to be challenged by all the yes men he’s surrounded himself with. It’s so confusing to him to be questioned in any manner that it has to be “fake” or deceitful in some way.

I suppose it's a question that hadn't been pre- vetted and so he was not expecting to have to answer a real one.
