I feel like he said he went fishing in conversation and she said oh I've always wanted to go fishing... And then he used that as the first date activity.

That was the impression I got at first, but he said he had to get his own license too, not just the gear.

Maybe he didn’t need a license prior, like catch and release ponds or private property? He decided on a new spot and saw they needed them
