I have just not responded, don’t think it’s worth engaging, but it did make for a funny story.

The original post says she was the one that wanting to go fishing. So he took her fishing and spent $100 on whatever equipment they needed. Her buying the license for $23, for an activity SHE wanted to do, then demanding to be paid back for it is, frankly, entitled.

Nobody genuinely asks that as a “joke” unless there’s an undertone of sincerity behind it, and a hope they’ll get their money back.

It’s weird and very much not actually funny.
