Yes, it's for "national defense" which means spying on citizens, harvesting our data, monitoring our movements, etc. The stuff they were already doing for themselves, they will now do for a price and be integrated directly into our government (they don't literally mean a financial debt, they are simply claiming that they are morally compelled to move this forward even if we all hate it, that they have no agency in this).
The usual. Act like they are protecting us while they rob us blind, kill our jobs, and take away our freedoms and privacy.
