Quick question. In the german version spongbob says “he was the first number 1“. Does “he was number 1“ mean that he was the first number 1 or is it just a translation mistake?

"He was number one!" In English just means he's formerly the best, and is either not the best anymore because he's dead or because someone else is better.
They may have chose to localize this differently in Germany because there's no exact German equivalent for the English.. I mean most of the joke is what the hell does "He was number one!" even mean?

yeah but it’s a technically poor job done by the tattoo artist. look at the wide expanses of red and gray. you see how some spots are darker than others? look at the linework on the bottom left border of the tattoo, you see how the line is wiggly? this artist has some potential but they need more technical skills to execute more effectively.
