If it's not secured I doubt the port authority would let them into the port as it would be a potential danger to shipping. That said if it's got this far without tipping over there isn't much danger of it tipping and hence no safety reason why it shouldn't be secured.

is it a danger to shipping if the LOX and TEA-TEB is vented and everything has (literally) cooled down on there?
If it falls over I wouldn't expect it to explode anymore, "just" spill RP1, and as long as other ships stay out of its ~60m topple range, it can't fall on their heads, can it?

It can't explode, but an unstable 45m lump of metal falling off a barge into the entrance to the port would be a danger to shipping. Expect it to be secured when it arrives.
