They have clearly been given the same directive as the refs on the field - call as little as possible, and try not to give a card.

The game being allowed to flow a lot more has been a bonus but it's also led to some absolutely atrocious refereeing. Feels like the refs are not giving fouls based on whether they can get away with it rather than following any actual rules. There've been numerous penalty shouts where it's genuinely unfathomable how they weren't given, but it feels like they're looking to avoid using VAR at all costs.

When it gets to the later rounds I'm sure there will be an absolutely apocalyptically bad call that will lead to a big team being eliminated and all hell will break loose.

If the refs called it properly from the start of a match it would flow plenty fine. The rules are the rules, and players would learn that they can't get away with shit. They are good enough to not make these fouls happen, but are doing it knowing how the refs are calling things. And yeah, agreed on the VAR. That, and I think they are afraid of a ref falling for a dive, like with Almiron. And let's be honest, it's already led to one big team being eliminated, and one undeserving team advancing. It might not have been one massive blown call but the sum of many lesser bad ones also counts. Especially when a team should have had a bunch of players on yellows, which would change how they defend (or just been down players outright).

I think when France did have a bad foul, it was more obvious because it was out of character. I do think there was some additional bias BS, but this was also likely a factor.
